mirror for this deployment -> prefer it over archive.ubuntu.com for the MAIN archive
debmirror in a future mirror-tuning pass. Header comment ONLY (not applied; does not
change the generated sync unit). Scoped to the main archive -- the UCA cloud-archive
host is separate and uoregon does not mirror it.
