G12 dc1: merge vr1-dc1 substrate to main (dc1 built + commissioned 9/9)
Closes gate G12 (Stage 3's HELD dc1 remainder). vr1-dc1 substrate built to a commissioned fleet: outer vvr1-dc1 + inner 28/28, edge D-112(c)/D-113(a2) on 26.7 + v4 addressing, dc-rack-net dc1 arm + region MAAS (D-120/D-131/DHCP), SEC-016 dedicated per-DC power key, commissioning 9/9 READY (D-121 Option C). Gauntlet ALL GREEN (76), repo-lint 0-fail. Operator-ruled "Merge to main + full close" 2026-07-23.
