Saved-plan apply (operator-approved): 54 MAC pins adopted into the inner state; zero power flips (guard held), zero replaces. Post-apply verified all 9 domains still shut off, MACs unchanged. Captures: guarded plan + apply + convergence in docs/audit/. Node NIC MACs now config-pinned end to end -- the 2026-07-20 drift class is closed.
