dhcp_on/primary_rack verified by read-back. Canary node did NOT enlist:
measured dhcpd off, no process, no generated config on the rack while the
API reports dhcp_on=True -- config and running state disagree. Region
journal shows Temporal wedged ('Not enough hosts to serve the request',
2807 retries), and MAAS 3.7 drives DHCP through Temporal workflows.
Scope is wider than this deploy: voffice1 has NO dhcpd process either, so
Office1's own DHCP has been down since ~the 2026-07-17 reboot, masked by
both service VMs already being Deployed. Remedy proposed, NOT run (gated).
Detection gap queued: cloud-assert trusts MAAS's self-report.

expose_qga_channel (opt-in, default OFF; dc0 true) applied as an in-place
domain update -- disk with the console/API bootstrap never at risk. Real
install (status ok + msg_uuid, not dry-run echoes); service started via the
plugin's own API; gate met to the runbook's bar: guest-ping -> {'return':{}}
and domifaddr --source agent reports both legs. Prior capture of the same
name recorded the false dry-run and is replaced. Security finding queued:
the plugin can disable guest-exec RPCs (remote command execution) -- propose
at the 26.7 hardening review.

the earlier probe artifact). Interim bootstrap address removed.

Measurement disproved the missing-rule hypothesis first: operator-run nft
dumps show virbr4 structurally identical to the working virbr11, with all
three masquerade rules present INCLUDING the generic one, already fired --
so the pre-staged net-destroy/net-start was correctly not run. Matrix
re-probe: gateway ping 0, internet ping 0, curl 1.1.1.1 301, curl
archive.ubuntu.com 200, twice. Run-2's one-off ICMP failure recorded
UNEXPLAINED rather than swept. Side observation kept: the WAN segment
cannot reach the Office1 LAN through the ISP NAT (D-122/SEC-010 intent
holding) -- queued as an explicit hardening assertion.

CORRECTION (GA-R1/C2): D-125 rack-bridge follow-up was CONFOUNDED, not evidence ...

The rack has no default route (transit-only netplan; WAN bridge IP-less),
so 172.30.2.51-sourced traffic to 1.1.1.1 fails in the rack's own routing
table before the NAT is consulted. Its ICMP/TCP failures say nothing about
virbr4; the only clean signal is the guest's ICMP failure, and a guest TCP
datapoint is still missing. Measurement request widened accordingly: FULL
nft AND iptables-save dumps (backend unmeasured), diffing virbr4 vs
virbr11 across BOTH rule families -- POSTROUTING masquerade (subnet-keyed)
and FORWARD accept (interface-keyed, which a subnet grep would miss).
Fix-forward pre-staged: net-destroy/net-start reinstalls libvirt's rules.

Run 1 was a test artifact (probe used DHCP; uplink /24 has no <dhcp> by
design -- DOCFIX queued for the gate wording). Run 2 static: gateway
ping 3/3 across the nested bridge = the D-125 property PASSES; 1.1.1.1
fails for ICMP and TCP alike. Controls pass and net-dumpxml shows the
working/failing NATs are substantively identical, so the suspect is
vcloud's live virbr4 rules, not the design -- double-NAT fallback
deliberately NOT invoked. Probe guest + temp addresses removed.

Batch 0.3: ledger-scan wrap-aware next-free exclusion (GA-F15) ...

The per-line "next-free"/"reproduc*" exclusion went blind when a quoted
next-free value wrapped its hyphenated token onto the following line
(happened twice live inside the 2026-07-18 audit -- CURRENT-STATE
section 9). An excluded line now suppresses itself AND the immediately
following line; the window is exactly one line and resets at every file
boundary. Chose this over assignment-site counting: DOCFIX/BUNDLEFIX
have no single register file to key assignment sites on (unlike D
headers). Live counters re-verified unchanged post-fix: D=130,
DOCFIX=197, BUNDLEFIX=052. CURRENT-STATE section 9 marked FIXED + G3
progress cell updated same commit (GA-R1 rule 8).

Harness: tests/ledger-scan +3 checks (wrapped quote excluded, wrapped
repro example excluded, two-lines-below still counts), 44/44 PASS;
repo-lint 0 fail.

Revert: git revert this commit (restores the per-line grep exclusion
and the section-9 "recorded, NOT fixed" wording).

Batch 0.2: ledger-scan SEC reporting repointed at security-ledger.md (GA-R4/F3) ...

Scan output now emits open COUNT + ID list + register-of-record pointer;
row-level dispositions dropped (they live in docs/security-ledger.md
ONLY). Session ledger's machine-derived SEC bullet re-seeded to pointer
+ count form. G14 evidence cell repointed at security-ledger.md same
commit, and its count corrected 9 -> 8 per GA-R1/C2 (measurement wins:
the cell's own enumeration and the scan both measure 8; divergence noted
in the cell, not silently harmonized).

Harness: tests/ledger-scan +4 checks (count+IDs surfaced, pointer
present, disposition text absent), 41/41 PASS; repo-lint 0 fail.

Revert: git revert this commit (restores per-row scan output, prior
ledger bullet, and the 2026-07-18 G14 cell incl. its count error).

Batch 0.1: repo-lint gains L10 status-coupling check (GA-R1 rule 8 / C1) ...

L10: a change set modifying state-bearing surfaces (docs/audit/ incl.
ga-rulings.md; design-decisions.md **Status: lines; session-ledger.md
gate rows) without touching docs/CURRENT-STATE.md is flagged -- pending
working-tree set when dirty, HEAD commit when clean. WARN this batch
(L10_FAIL=False); flips to FAIL at Batch 1 open per the sweep plan.

Divergence noted: the sweep plan's paraphrase listed "CURRENT-STATE gate
rows" (vacuous -- such an edit touches CURRENT-STATE by construction);
implemented per the ratified C1 utterance, "ledger gate rows"
(docs/audit/ga-rulings.md:129). G3 evidence cell updated same commit
per the rule this check enforces.

Harness: tests/repo-lint T34-T41 added, 42/42 PASS; live lint 0 fail,
1 legacy WARN (unchanged).

Six batches + exit runs: tooling first (C1 lint check, F3 repoint, GA-F15
hardening, H1 extractor alignment), the v8->v7->D-130 decision chain with
the operator's contingent lean carried verbatim, record fixes per-GA-F,
memory hygiene, consolidation/rotation, skill sweep, Phase-6 exit
criteria. DRAFT: nothing executes until external review + per-batch
operator gates, in a FRESH session. G3 row updated same-commit (C1).
